The Lakewood Urban Enterprise Zone program has created measurable real-world impact for local businesses and the township. The challenge wasn’t the story — it was making that story clear to the people who needed to understand it.
The Challenge
Government programs are complex by nature. The UEZ had real outcomes to show: businesses that grew, infrastructure that improved, a community that benefited. But without a way to communicate that clearly, the impact stayed invisible to most of the people it was meant to reach.
Our Approach
We built a flagship documentary (7–10 minutes) and a series of individual business profile films — all constructed entirely from verbatim interview quotes. No voiceover. No narration. No paraphrasing.
Interviews were conducted with municipal leadership, program administrators, business owners, and community representatives. The films follow a clear transformation arc: the problem, the solution, the impact. Every word comes directly from the people who were there.
The Result
A film series that makes the UEZ’s value legible — to the community, to businesses, and to decision-makers — through the voices of the people who lived it. Credible, clear, and built to last.
